Update on Taxi and PHV Driver Licensing – What Drivers Need to Know (April 2025)

Transport for London (TfL) has issued a new update on the taxi and private hire vehicle (PHV) licensing process following the launch of a new online system in February 2025.


Key System Changes


TfL’s new licensing platform allows:

 • Application tracking

 • Online document uploads

 • Easy booking and rescheduling of assessments


While the system brings long-term benefits, it has also contributed to some short-term delays, especially for new applicants and incomplete renewals.


Renewal Delays and Short-Term Licences


To reduce the impact on drivers:

 • TfL is issuing 3-month short-term licences for eligible PHV drivers who’ve submitted complete applications

 • Taxi drivers with pending complete renewals can continue working until their application is fully processed


SERU Test – Still Mandatory and Essential


If you’re renewing your PHV licence, passing the SERU (Safety, Equality and Regulatory Understanding) test is mandatory.


To qualify for a short-term licence, you must have passed:

 • SERU Test

 • ELR (English Language Requirement), if required

Licence Fee Decision Deferred


TfL has delayed its annual licence fee review until the Finance Committee meeting in July.
