Key Regulatory Changes for TfL Private Hire Drivers in 2025
13 December 2024
Licensing and Certification Updates
DBS Update Service:
All private hire drivers must enroll in the Disclosure and Barring Service (DBS) Update Service by February 2024. This ensures real-time monitoring of any changes in criminal record status, allowing TfL to take swift action if necessary.
Certificate of Good Conduct:
Drivers who have lived abroad for over three consecutive months in the last 10 years must provide a Certificate of Good Conduct. This document must be translated into English if issued in another language.
Incident Reporting:
Drivers are now required to notify TfL within 48 hours of arrests, charges, convictions, or cautions. This enhances accountability and maintains trust in licensed drivers.
Training and Assessment Requirements
SERU Assessment:
The Safety, Equality, and Regulatory Understanding (SERU) test remains a critical requirement for private hire drivers. From October 2025, the assessment will also apply to black taxi drivers.
Disability Awareness Training:
TfL is considering introducing mandatory Disability Awareness training, either as part of the SERU test or a standalone course. This aims to improve service for passengers with disabilities, aligning with the Equality Act 2010.
English Language Proficiency:
Drivers must continue to demonstrate adequate English speaking and listening skills, ensuring effective communication with passengers and TfL authorities.
Vehicle and Operational Standards
Passenger Complaint Signage:
By July 2025, all private hire vehicles must display TfL-approved signage detailing how passengers can lodge complaints. These signs will be provided during routine vehicle inspections.
Advertising Regulations:
Any advertising inside or on private hire vehicles requires prior approval from TfL to ensure compliance with branding and content standards.
Operator Record-Keeping:
Private hire operators face stricter requirements for maintaining booking and dispatch records, ensuring better traceability and service monitoring.
Enhancing Equality and Accessibility
Private hire drivers are now legally obligated to assist passengers with disabilities without additional charges. This includes helping with wheelchairs, guide dogs, and other mobility aids.
TfL will expand its disability training initiatives to ensure drivers are well-versed in handling various passenger needs.
Implementation Deadlines
